Bomb Threat

 

Typical Problem:          A bomb threat may be received by telephone or in writing to one of the administrative buildings or residence halls.

 

Typical Informant:                   Information Center Operator, Faculty or Staff Member.

College Actions:

  (Coordinated by Department of Safety)

1)    Keep caller on the line as long as possible.  Write down all information obtained.  Following information is vital:

 

Exact time of call

Detonation time

Exact location

Caller description from voice

Background noises

Exact wording of message

 

2)    Notify Department of Safety to respond to scene immediately to begin evacuation.  Department of Safety to notify Point Person

 

3)    The Department of Safety will notify and coordinate with Amherst SheriffÕs Office, State Police, and Amherst Fire Department.

 

 

 

4)    The attached Evacuation Plan for the building in question should be followed.

 

5)    In time of severe weather, affected students, faculty and staff will be instructed to take temporary shelter in Prothro or the Gym.

 

 

 

6)    Should the search reveal negative results, the decision to allow people to return will be made by the Police Chief or Shift Commander.

 

7)    The target building will remain vacant until the Police Chief or Shift Commander has made an official announcement that it is safe for people to enter.

 

8)    Follow-up investigation will be conducted by the Department of Safety and other responding law enforcement agencies.  Appropriate reports will be submitted.

 

9)    The College Relations Office will be responsible for coordinating internal communication of an incident as well as any media releases for external audiences.

 

10) Students, faculty, and/or staff in need of counseling services following the emergency will be referred to the ChaplainÕs Office, the Health Center or the Employee Assistance Program (EAP) as appropriate.

 

                                               

Evacuation Plan

Bomb Threat

 

 

Evacuation Location:                                   Everyone will be evacuated to designated area for

                                                                        Section involved.

 

Adjacent Buildings to be Evacuated:         Section 1

( Prothro, Reid, Grammer, Dew, Meta Glass, Health Center)

Section 2

(Admissions, Benedict, Carson, Fletcher, Gray,

Main Library, Manson, Pannell Center, Randolph)

Section 3

(Babcock, Green House, Guion, Gym, Train Station

Caboose)

                                                                       

 

Action Steps:

 

1)    The Officer in Charge and any other available security officers will proceed immediately to building in question.

a.     The Officers will pull the fire alarm in the building and identified surrounding buildings.

b.     Directions will be given to CAÕs and RAÕs the building in question is a dorm or Prothro  – that is, students and personnel will be asked to quickly move away from the building and walk to Babcock. 

c.     Safety Officers will start on the top floor of the building working his/her way down through each floor, checking each office to ensure that everyone has vacated the building.

d.     When the evacuation sweep has been completed, Officers will lock the perimeter doors to all buildings.  Officers will remain at the main doors of the building with the suspected bomb until the outside emergency crew arrives.

 

 

2)    One Officer will direct the Buildings and Grounds personnel in setting up a 300 yd. safety perimeter around the buildings. 

 

 

3)    The Dispatch Officer will notify Student Affairs that the buildings will be evacuated.

a.     The Dispatch Officer will immediately notify Amherst County Officials of the bomb threat.

b.     The Dispatch Officer will notify Linda Shank, the emergency team point person.

                                               i.     Will work with the emergency team and volunteers to assist those displaced by the fire.

c.     The Dispatch Officer will call in all off duty security officers.

d.     If the incident occurs during weekday business hours, the Dispatch Officer will call Physical Plant and request that someone be sent to man each of the campusÕs entrances to direct emergency vehicles, to direct traffic in the main traffic circle by the Bistro, to assist the officers in evacuating buildings, and to set up a safety perimeter around the site.  If the incident occurs during evening or weekend hours, the Dispatch Officer will contact Steve Bailey and request that contact his on-call staff and ask them to come to campus to perform the listed duties.

e.     The Dispatch Officer will then continue following the ÒBomb ThreatÓ plan.
